eBay plans to cut about 9% of its workforce, its second round of job reductions this year, according to an internal memo from Chief Executive Jamie Iannone that was reviewed by Reuters. An eBay spokesperson confirmed the layoffs to Reuters on Wednesday, Oct. 21.
